1: Someone who tries to make everything inflammatory by encouraging escalation of actions, while pretending to be concerned about de-escalation, resolution, compromise, and intervention, or anything else that makes him/her look like a good person among bad people.

  * e.g.,  ... The girl's family knew she had always been an instigator, the kind of person who said fuck you to neighbors and flipped them off by coming in their town like she owned it, with the intervention programs she supported to cover her own actions, or involvement in the questionable actions of others, and make her look like a better/stronger person than she actually was.

1: Someone who likes to fuck with people's lives more than they like to do anything else.

  * e.g.,  ... The instigator would rather fuck with somebody else's life or talk shit about it than tend to their own (if there was one to tend to, if it wasn't a facade of a life to show everyone).

1: To start a conflict between other people just so you can watch. Can be between friends, between enemies, or between friends and enemies. Usually involves saying "he said she said you suck!" or some other much more colorful variant. Occasionally falls under the subtle art of interpreting a comment as incorrectly as is plausible.

  * e.g.,  ... Drew: "Why do you look so angry, Jordan?" Akira: "I heard someone say the other day that Jordan doesn't like you, Drew." Drew: "WHAT!" Jordan: "Wait, I never said..." Akira: "...Didn't you wonder where your milkshake went the other day, Jordan? Drew stole it." Jordan: "WHAT!" Akira: "That's cuz Drew thinks your haircut is ugly." Jordan: "Oh really?!!" Akira: "...And wants to challenge you to a duel." Drew: "Whoa Akira, why are you trying to instigate?!"

1: a person who drags out a situation when it’s never that deep.

  * e.g.,  ... “Travis why do you always drag out a situation, why are you an instigator?”

1: Someone that nobody will miss.

  * e.g.,  ... The instigator was playing all sides, from rabbi to gunman, from developer to landowner/landowning organization, from cop to criminal to unarmed civilian, from black to white, from gay to straight, and from Martin Luther King statue to Confederate statue.

1: Someone that encourages escalation of actions, then pretends to be concerned about resolution, compromise, justice, intervention, and other shit like that once something bad does actually happen, they want everybody to love them all of sudden, no matter what they did or who they did or were involved in doing it to (a 7 year old kid, for example).

  * e.g.,  ... The girl's family knew she was always an instigator who thought it was funny to escalate bad things to happen, then pretend to be concerned about finding resolution, compromise, intervention, or peace (Hitler also claimed to be concerned about seeking peace). Unlike some people seemed to, they didn't think she was scary to be around, they thought she was more mouthy than anything else.

1: Someone that does something like hire and train a bunch of people to interrrupt violence when they know beforehand that it will not only lead to an increase in violence, but it will actually openly antagonize and provoke things that were not there already.

  * e.g.,  ... The instigator wanted people to buy her bullshit about wanting to clean up violence by installing violence interrupters.
