1: People you would think have nothing left. What somebody has doesn't have to be expensive or valuable financially to be held sacred by a person or group you're trying to take something from, even if most things taken tend to be out of financial interest rather than for any other reason. It is the belief of some that if you take that which someone or a group of people holds most dear, you've taken everything, you've taken what they're made of. It's like walking up behind someone and stabbing them in the heart, or between the ribs.

Centuries prior to the book's plot, residents of Urras did not like the Earth-esque civilization there and left to form their own anarchistic society on Anarres. The two planets have had minimal contact since. Shevek, a brilliant physicist, travels from Anarres to Urras to try and break down these walls of communication that have been up for hundreds of years.
